Call for Evidence of Offsets
MCC led the analysis of responses and submitted evidence to the recent Call for Evidence on Carbon Offsets by the CCC, which looked to better understand the market’s view of current offsetting usage in the UK, and associated risks and opportunities.
It involved:

- Developed a structured codeframe to categorise responses by theme
- Enabled consistency across 50+ submissions from NGOs, businesses, and agencies
- Highlighted common and divergent stakeholder viewpoints efficiently
2. Evidence Quality Evaluation
- Assessed each response for relevance, detail, and evidence type
- Distinguished between well-supported views and anecdotal input
- Strengthened analytical rigour for policymaking
3. Integration of Multi-Channel Submissions
- Consolidated responses from both the online platform and email
- Created a centralised dataset for uniform analysis
- Ensured no submission was overlooked
4. Identification of Data and Regulatory Gaps
- Highlighted missing data on pricing, ownership, and project quality
- Exposed lack of transparency in carbon registries and credit retirement
- Informed CCC’s need for market governance and traceability
5. Comparative UK vs. Global Market Analysis
- Differentiated risks and opportunities between UK and international projects
- Explored regional-specific issues like peatland vs. REDD+ offsets
- Addressed regulatory, land rights, and infrastructure differences
